It was so held by the Committee of the Cha22-
ber of peputies and of the Senate, in declaring that up to
the pcriod of the reform, none of the Pederal Powers had
any aut ority to prevent any man from entering and leaving
the pepublic, even though his presence might be a danger to
the public health. In view of this upright opinion, the
above reform was initiated, and subsequently, as a regula-
tion under Article 2# the Imigration Law was enacted,
which condenses in one all the fragmentary and different
rulings which the pepartment of the Interior had issued to
control that matter.
Article 1 of the Treaty of Fiendship, Commerce
and Navigation between the United States of Mexico and the
Chinese Empire is in direct relation with the article in-
voked, and te tually reads as follows:-
"There shall be perpetual, firm and sincere friend
ship between the United Mexican States and the Chinese
pire, as well as between their respective citizens and sub-
jecte. Either of them may freely go to the res, ective
countries of the High Contracting Parties and reside there.
They shall receive therein complete protection in

contrary to the texta above inserted, and neither is there
